Council gives final OK for McCool project

WEST CHESTER - Borough Council granted final land development approval June 18 for a 63-unit condominium project being developed by McCool Properties LLC at 118-124 E. Market St.
"We're excited to get the project under way," said Chris McCool, a partner in the firm, during an interview Thursday. "We bought the property in August 2005 and spent two-plus years going through the approval process. We feel this will be a great opportunity with new residents and businesses that will provide fiscal benefits to the borough."
The seven-story, brick-and-glass building with setback balconies will have 20,000 square feet of retail space on the first floor with condominiums above. The condominiums will be a mix of one, two and three bedrooms. Four will be corner penthouse condos.
Parking will be on-site with a below-grade residential parking deck accessed from Cedar Alley and a second parking deck with access off Market Street.
The project will have 156 parking spaces, which includes two spaces per condominium and parking for retail customers.
McCool said as part of the stormwater management plan, an 11-inch diameter stormwater pipe in Cedar Alley will be replaced with a 15-inch pipe. The pipe extends from the Coyote Crossing building down Cedar Alley to Matlack Street and down Matlack to Miner Street. The builder is also adding more inlets and repaving Cedar Alley. The repaving will contour the pavement in such a way as to direct stormwater to the center of the alley and into drains, which will correct some stormwater problems that area residents are experiencing now.
McCool said the plan is to purchase all Energy Star appliances for the building and to comply with as many other Energy Star and LEED green building features as possible, although it won't be a LEED-certified building.
The land development approval clears the way for the rest of the buildings, including the State Farm building next to Coyote Crossing, to be demolished.
McCool said the demolition should be complete by the end of July. The company is finishing the design of the building in order to apply for a building permit. Work on the foundation should get under way by August with the actual construction of the building to begin in October. Construction should be complete by early 2010.
The company owns a warehouse behind the project between Cedar Alley and Miner Street and plans as a second phase of the project to provide off-site storage for the condos and also build two townhouses in the future.
